James W. Sweeney, J.D.
Mr. Sweeney is a founding principal of James W. Sweeney & Associates of Sacramento, CA. a governmental relations and business consulting firm. Mr. Sweeney was appointed to the State Council on Mentally Ill Offenders by former Governor Gray Davis (Democrat) and was retained by Governor Arnold Schwarzenegger (Republican).
Mr. Sweeney is an equity owner of 1st. Federal Financial Services, LLC. which has successfully processed over $110 Million in transactions within Alameda County within the last two years.
He is also a principal in GMMG, a Washington D.C. governmental relations and lobbying firm. He is a seasoned executive with over 35 years of government, public policy, business and economic development experience with an emphasis on emerging businesses, extending civil rights and humanitarian issues.
Mr. Sweeney is also a board member of the national Sickle Cell Disease Association of America Inc. and in 2007, Mr. Sweeney was honored for his work related to legislation and other programs designed to end the genocide in Darfur, Sudan. Mr. Sweeney is also in the movie/documentary Darfur Now.
James Sweeney also served as the chief lobbyist for the State NAACP.
Mr. Sweeney helped guide the $150 Million budget as an elected city council member of the Berkeley City Council.
Mr. Sweeney concurrently served as a Housing Authority Director and Redevelopment Agency Director.
Since 1981, Mr. Sweeney has evaluated, selected, reviewed, and implemented projects inclusive of housing, business development, and public-private partnerships exceeding several billion dollars.
He is the founding stockholder in Revere Bank, and organization located in Maryland. This bank is designed to work with and assist the banking needs of small, mid-size, and emerging businesses in the Maryland-D.C. area.
In the last several months James Sweeney supported the $35 Million awarded to Camp Sweeney to renovate the juvenile facility for boys and girls in San Leandro, California.
James Sweeney is an honors graduate of UC Riverside, having majored in political science, Black studies, and sociology. He also attended UC Davis School of Law and graduated from Humphrey's School of Law, earning a Juris Doctorate (J.D.).
Mr. Sweeney is currently an adjunct professor at the National Fair Housing Training Academy in Washington, D.C.
George A. Aguilar, M.B.A.
Mr. Aguilar has a real estate experience since 1977. Worked with C-21 and Coldwell Banker over the years and sold over 4,500 units and over 500 track homes. He has done lending, appraising and court appointed agent duties.
Since 1985 Mr. Aguilar is a publicly elected (elected seven 4 years terms) director for the San Bernardino Valley Municipal Water District serving 800,000 people. He is a Board leader in negotiating an end to over 45 years of lawsuits with Metropolitan Water District of Southern California.
Mr. Aguilar has negotiated the $150 Million sale of water to Metropolitan Water District and negotiated a $50 Million sale to Big Bear Lake Municipal Water District.
He has lobbied for and received tens of millions of dollars in State of California and Federal grants.
Since 1994 to present, Mr. Aguilar as the principal of Aguilar and Associates has contracted with Brawley FERC for proposal to build a $1.6 Billion desalting and electrical generation project on the Colorado River aqueduct.
Mr. Aguilar is a Consultant to Chevron Energy Solutions/Bruce Milne on wastewater plant improvement project for the City of Rialto, a $20 Million project that resulted in the plant being 100% energy independent and producing revenues for the City, the first of its kind.
Mr. Aguilar developed a $20 Million proposal for cleanup project for the New River Committee, and currently initiating proposals for the City of Los Angeles and Lake Elsinore, California. The proposal involved the use of innovative, recycled plastic material combined with aerators powered by solar energy.
From 1993-2001 Mr. Aguilar served as a Board Director of the Santa Ana Watershed Protection Authority. He had spearheaded effort to receive $245 Million in Prop. 13 State of California funding. Mr. Aguilar chaired agency that was responsible for water quality of the Santa Ana River from Big Bear to Huntington Beach.
From 2000-2004, Mr. Aguilar was a General Manager of the Heber Public Utility District. He was responsible for project management and contracting for 18 miles of water and sewer pipeline (Ryan and Granite Contractors).
Mr. Aguilar expended capacity and improved performance of the 2mgd sewer plant and was directly responsible for acquisition of $11 Million in grants and low cost funding from NADBank and USDA Rural Development. He ran the day to day operations and worked closely with County, Federal and State of California agencies.
Mr. Aguilar was the Chair Person of the Imperial County Economic Development Council.
Mr. Aguilar has a Master of Arts Degree in Management, and fluent in Spanish both reading and writing.
Peter Rosen
Since 2008, Mr. Rosen is the Founder of Bridges to Hope Foundation, a Non Profit Corporation.
The original idea was to deliver services to those who may feel left out, neglected and was facing financial difficulties. In co-operation with faith based organizations, the primary goal was to help people through the process of life skills, recovery and housing. The community outreach programs and services are designed to help those in need. Such programs and services include: Youth initiatives, Celebrate Recovery Program, Men & Woman Transitional Living Programs/Sober Living Programs and Social Services.
In addition to helping people, Mr. Rosen understands the shortage and the urgent need for affordable housing in California and throughout the country. Furthermore, he understands the urgent need for energy efficiency, renewable and sustainable energy needs associated with housing. He is a strong advocate for renewable energy sources like solar, wind and geothermal energy.
Over the last 15 years or so, Mr. Rosen has an extensive background in consulting and managing real estate. He has an experience in mortgage finance, investments, developments, construction and rehabilitation of new and existing buildings and homes.
Mr. Rosen was the President of Operation for a private company where he developed an investment strategy to develop energy efficient affordable housing to low income families and acquired distressed properties for rehabilitation and re-sale. He was responsible for the day to day operation to manage contractors, coordinate with private and government entities and was responsible to establish and meet budgets and schedules. He was responsible for overseeing the planning, permit and approval process including the constructions through completion.
He negotiated and reviewed complex real estate transactions and examined documents including purchase and sales agreements, escrow, title and appraiser reports, market analysis and studies for accuracy and sufficiency. He monitored the compliance in accordance with government regulations and the disbursements of funds during the development phase of the projects.
Mr. Rosen has a Bachelor in Business Management; an Associate Degree in Criminal Justice; a Construction Management Diploma with honors; a Real Estate Finance Diploma and a Paralegal Diploma with honors.
Mr. Rosen is nominated to the American Legion and a member of the MOOA (Military Officers Association of America and the National Military Intelligence Association.
